With so many electric and hybrid cars on the road today, it is important to keep safety in mind.  One issue is, due to the fact that the engine shuts off at a stop, if some type of noise to alert pedestrians is necessary either while they are stopped or just prior to restarting.  This has been debated by the National Highway Traffic Safety Administration (NHTSA).
