“Quiet Car Rule” Proposed To Protect Pedestrians From Silent Electric Vehicles

Do electric vehicles that shut off when they come to a stop cause more pedestrian accidents because the persons on foot cannot hear the vehicle when crossing in front of or behind the car?  Apparently and National Highway Traffic Safety Adminsitration Study says, yes and is proposing rules to alleviate the potential for auto v. pedestrian mishaps.
