In my opinion, responsible gun safety can’t really be mandated by statute despite California’s attempt to do so.  It begins and ends with gun owners and responsible gun ownership measures including safe storage and gun safe training.  Gun shots injure and kill children in the home every year but, statistics show that responsible gun safety by homeowners is possible and does reduce this risk considerably.
